Structured Analytic Techniques for Intelligence Analysis

Randolph H. Pherson and Richards J. Heuer Jr., CQ Press

Sixty-six techniques for structuring and de-biasing analysis, from key assumptions checks to analysis of competing hypotheses. Expensive, spiral-bound, and the reference every serious analyst ends up owning.

This is the catalogue of structured analytic techniques used across intelligence, law enforcement, and business analysis. The third edition reorganises 66 techniques into six families that follow the analytic production process, adds nine new techniques including bowtie analysis and reversing assumptions, and adds strategies for digital disinformation. It teaches nothing about collection and everything about what to do with what you collected.

Worth it if

  • You brief other people and need repeatable ways to weigh hypotheses
  • Your findings get challenged and you want methods that survive challenge
  • You run a team and want a shared vocabulary for analysis
  • You are taking an advanced course that uses ACH and key assumptions checks

Skip it if

  • You are at the collection stage of learning; this will feel abstract
  • You want one technique explained deeply rather than 66 catalogued
  • The price is the obstacle; read the free Heuer book first and come back

What is inside

  1. 01

Chapters 1 to 5: Why and how

Introduction and overview, the role of structured techniques, choosing the right technique, a practitioner's guide to collaboration, and getting organised.

  2. 02

    Chapter 6: Exploration techniques

Brainstorming variants, mind maps, and ways to widen the frame before narrowing it.

  3. 03

    Chapter 7: Diagnostic techniques

Key assumptions check, analysis of competing hypotheses, and other ways to test what you believe.

  4. 04

    Chapter 8: Reframing techniques

Red teaming, devil's advocacy, reversing assumptions, and structured self-critique.

  5. 05

Chapters 9 to 11: Foresight, decision support, and the future

Scenario and indicator techniques, decision matrices and bowtie analysis, and where the discipline is heading.

What you will be able to do

  • Run a key assumptions check on your own case before someone else does
  • Lay out competing hypotheses and score evidence against each
  • Pick a technique that fits the question rather than the one you know
  • Facilitate a team analysis session with a structure instead of a debate

How current it is

The 2019 edition is current and the techniques are durable; the second edition from 2014 covers most of the same ground. Heuer died in 2018 and the third edition was completed by Pherson. Nothing here depends on a tool that can go stale.

How to get the most from it

  1. 01

Read chapters 1 to 3, then pick three techniques

Key assumptions check, ACH, and one foresight technique cover most investigative work. Learn those well before browsing the rest.

  2. 02

Apply one technique to a finished case

Take a case you already closed and run ACH on it. If the conclusion survives, good. If not, you learned why the book exists.

  3. 03

Keep it tabbed on the desk

The spiral binding and tabs are for reference during work, not for reading cover to cover.

Strengths

  • The standard reference, used across agencies and courses
  • Techniques that work regardless of tools
  • Practical guidance on choosing and facilitating, not just a list

Limitations

  • Textbook pricing
  • A catalogue, not a narrative; easy to skim without absorbing
  • No collection content at all

FAQ

Questions, answered

Is the second edition good enough?

For most readers, yes. The third edition adds nine techniques, a disinformation section, and a reorganisation. Secondhand second editions cost a fraction of the price.

How is this different from Psychology of Intelligence Analysis?

Heuer's 1999 book explains why analysts go wrong. This book catalogues what to do about it. Read the free one first.
